After receiving reports that Elon Musk’s social media platform X, which uses Elon Musk’s AI Grok to generate sexualized images, had been used by its users, the European Commission opened an investigation.
X Safety’s account had previously stated that Grok stopped altering digitally images in order to remove clothes. Regina Doherty is an Irish Member of the European Parliament. She said that the Commission will examine whether users in the EU can access sexually explicit images manipulated digitally.
The EU is currently reviewing X’s algorithm for determining the content that users see. This investigation will add to this ongoing review.
Elon Musk had posted an image to X before the announcement. The picture appeared mocking Grok’s new restrictions. Musk had previously criticised governments for scrutinizing Grok, calling the oversight .
X Grok reported on its account that the AI generated more than 5.5 Billion images in just one single month.

Henna Virkkunen, executive vice-president of the Commission for Tech Sovereignty, Security and Democracy, described the sexual deepfakes as a violent. She said that the investigation would determine if X had met its legal obligations pursuant to the DSA, or if it ignored the rights of European citizens.
Doherty stressed the importance of tech platforms assessing risks properly and preventing illegal or harmful content. She said that the European Union had clear guidelines to protect users online. These rules need to be followed. She said that “no company is exempt from the EU’s laws.”
